GENERAL ASSEMBLY - Each May, Euro NCAP’s Board Members meet to agree any changes to the Company’s rules.
THE BOARD - Policy is decided by the Board of Directors, where decisions of the Steering Committee are also ratified. The Board is composed of a Director and deputy from each Member and the Secretary General.

THE STEERING COMMITTEE - Future strategy is debated by the Steering Committee, which also controls the activities of the Technical Working Groups and Communications Group. The Steering Committee is composed of representatives acting for the Members, their advisers and the Secretariat.
HIGH LEVEL LIAISON COMMITTEE (HLLC) - Representatives of the Board meet with senior representatives of the car industry to discuss future strategic developments within Euro NCAP.
TECHNICAL WORKING GROUP (TWG) - The Technical Working groups support the Steering Committee by developing future test and assessment requirements.
INDUSTRY LIAISON GROUP - The Technical Working Group meets with representatives of the car industry to discuss technical issues related to testing and assessment.
COMMUNICATIONS GROUP - Communications specialists from the Members’ organisations meet to consider and advise the Secretariat on Euro NCAP’s future communications strategy.
Euro NCAP Communications Group Terms of Reference
THE SECRETARIAT- Under the leadership of the Secretary General, the Secretariat is responsible for the implementation of decisions by the Board.
PROTOCOLS - The various protocols describe the way tests and assessments are carried out within Euro NCAP.
RATINGS - The scores that a vehicle receives from particular tests such as: adult occupant protection, pedestrian protection and child protection. From the assessment, points are awarded, which accumulate to generate the star ratings.
RECOMMENDATIONS - Currently Euro NCAP may be unable to test a safety capability, but considers the feature worthy of being recommended to the consumer. As a current example, Euro NCAP recommends that consumers specify the fitment of Electronic Stability Control to any new car purchased.
ROUTE MAP - Euro NCAP details its future plans and priorities in its Route Map.
LABORATORY - Euro NCAP performs its tests in six approved test laboratories across Europe: UTAC in France , BASt and ADAC in Germany , TNO in the Netherlands , IDIADA in Spain and TRL in the UK .
ASSESSMENT - From the results of each test an assessment is made, from which the rating is generated.
INSPECTOR - After each test, an expert inspector examines the cars and test data. From their inspection, the assessment is expanded to cover different sizes of occupant in different seating positions and slightly different impact severities and directions.

AUDITOR - Each inspection report is audited to check for accuracy and consistency between inspectors.
121 MEETING - After each car model is tested a meeting is held with the manufacturer to discuss the results and obtain further information.
